Board for Waterworks and Wastewater Works Operators Regulations
Notice of Intended Regulatory Action

Notice is hereby given in accordance with § 2.2-4007.01 of the Code of Virginia that the Board for Waterworks and Wastewater Works Operators and Onsite Sewage System Professionals intends to consider amending 18VAC160-20, Board for Waterworks and Wastewater Works Operators Regulations. In response to the Governor's Regulatory Reform initiative, the Board for Waterworks and Wastewater Works Operators and Onsite Sewage System Professionals seeks to review and amend its current regulations to repeal regulations that are unnecessary or no longer in use and reduce unnecessary regulatory burdens on regulated groups. One proposed amendment will eliminate the need to provide documentation by specific professionals as currently required by 18VAC160-20-97 C 2 a. The board may identify additional areas for amendment or repeal.

The agency intends to hold a public hearing on the proposed action after publication in the Virginia Register.

TITLE 22. SOCIAL SERVICES
The Virginia Public Guardian and Conservator Program
Notice of Intended Regulatory Action

Notice is hereby given in accordance with § 2.2-4007.01 of the Code of Virginia that the Department for Aging and Rehabilitative Services intends to consider amending 22VAC30-70, The Virginia Public Guardian and Conservator Program. The purpose of the proposed action is to amend 22VAC30-70-30 to require that a guardian and conservator be guided by person-centered planning that (i) focuses on the preferences and needs of the individual receiving public guardianship services and (ii) empowers and supports the individual receiving public guardianship services, to the extent feasible, in defining the direction for his life and promoting self-determination and community involvement. This regulatory action will conform regulations to changes in the Code of Virginia (Chapter 322 of the 2012 Acts of Assembly).

The agency does not intend to hold a public hearing on the proposed action after publication in the Virginia Register.

TITLE 24. TRANSPORTATION AND MOTOR VEHICLES
Motor Vehicle Dealer Advertising Practices and Enforcement Regulations
Notice of Intended Regulatory Action

Notice is hereby given in accordance with § 2.2-4007.01 of the Code of Virginia that the Motor Vehicle Dealer Board intends to consider amending 24VAC22-30, Motor Vehicle Dealer Advertising Practices and Enforcement Regulations. The purpose of the proposed action is to actively involve stakeholders in a comprehensive review of these regulations with the goal of reforming them to better fit the current advertising environment. The review should result in fewer and less burdensome regulations.

In addition, this regulation will undergo a periodic review pursuant to Executive Order 14 (2010) and small business impact review pursuant to § 2.2-4007.1 of the Code of Virginia to determine whether this regulation should be terminated, amended, or retained in its current form. Public comment is sought on the review of any issue relating to this regulation, including whether the regulation (i) is necessary for the protection of public health, safety, and welfare or for the economical performance of important governmental functions; (ii) minimizes the economic impact on small businesses in a manner consistent with the stated objectives of applicable law; and (iii) is clearly written and easily understandable.

The agency intends to hold a public hearing on the proposed action after publication in the Virginia Register.
