Waste Management Facility Operators Regulations
Notice of Intended Regulatory Action

Notice is hereby given in accordance with § 2.2-4007.01 of the Code of Virginia that the Board for Waste Management Facility Operators intends to consider amending 18VAC155-20, Waste Management Facility Operators Regulations. The purpose of the proposed action is to amend regulations that are determined to be overly burdensome or no longer applicable and clarify and consolidate regulations in accordance with Governor Youngkin's Executive Directive One (2022).

The agency intends to hold a public hearing on the proposed action after publication in the Virginia Register.

Virginia Energy Assistance Program - Low Income Home Energy Assistance Program (LIHEAP)
Notice of Intended Regulatory Action

Notice is hereby given in accordance with §§ 2.2-4007.01 and 2.2-4017 of the Code of Virginia that the State Board of Social Services intends to consider amending 22VAC40-680, Virginia Energy Assistance Program - Low Income Home Energy Assistance Program (LIHEAP). The purpose of the proposed action is to extend the eligibility period for the Energy Assistance Program (EAP), add details regarding the assistance provided, and update the information regarding administrative costs for local departments of social services. Other changes will be considered and may be necessary based on public comment received and further review. The regulation, 22VAC40-680, provides the framework for a statewide EAP, including the three components of the EAP, which are fuel, crisis, and cooling. This regulation includes the application periods, eligibility criteria, benefits, and administrative costs for each of the three components.

Additionally, pursuant to Executive Order 19 (2022) and § 2.2-4007.1 of the Code of Virginia, the agency is conducting a periodic review and small business impact review of this regulation to determine whether this regulation should be terminated, amended, or retained in its current form. Public comment is sought on the review of any issue relating to this regulation, including whether the regulation (i) is necessary for the protection of public health, safety, and welfare; (ii) minimizes the economic impact on small businesses consistent with the stated objectives of applicable law; and (iii) is clearly written and easily understandable.

The agency does not intend to hold a public hearing on the proposed action after publication in the Virginia Register.
