Notice of Intended Regulatory Action

Notice is hereby given in accordance with § 2.2-4007.01 of the Code of Virginia that the Board of Housing and Community Development intends to consider amending 13VAC5-91, Virginia Industrialized Building Safety Regulations. The purpose of the proposed action is to update the Industrialized Building Safety Regulations (IBSR) to incorporate by reference the 2024 edition of the model codes from the International Code Council and the National Fire Protection Association, which are nationally recognized model building codes and standards. The ISBR provides regulation for industrial buildings, which are buildings constructed in a factory or plant for subsequent installation or erection on property in Virginia cities, counties, or towns. This action will also consider amendments to the administrative and enforcement provisions of the regulation to ensure that industrialized buildings meet the same minimum codes and standards as site-built structures.

The agency intends to hold a public hearing on the proposed action after publication in the Virginia Register.
