Pursuant to §§ 2.2-4007.1 and 2.2-4017 of the Code of Virginia, the following regulations are undergoing a periodic review and a small business impact review: 6VAC20-90, Rules Relating to Criminal Justice Training Academies and 6VAC20-280, Rules Relating to Compulsory Minimum Training Standards for Law-Enforcement Field Training Officers. The reviews will be guided by the principles in Executive Order 19 (2022). The purpose of these reviews is to determine whether the regulations should be repealed, amended, or retained in their current forms. Public comment is sought on the review of any issue relating to the regulations, including whether each regulation (i) is necessary for the protection of public health, safety, and welfare or for the economical performance of important governmental functions; (ii) minimizes the economic impact on small businesses in a manner consistent with the stated objectives of applicable law; and (iii) is clearly written and easily understandable.
Public comment period begins June 30, 2025, and ends July 21, 2025.
Comments must include the commenter's name and address (physical or email) in order to receive a response to the comment from the agency.
Following the close of the public comment period, a report of both reviews will be posted on the Virginia Regulatory Town Hall and published in the Virginia Register of Regulations.

TITLE 16. LABOR AND EMPLOYMENT
SAFETY AND HEALTH CODES BOARD
Report of Findings
Pursuant to §§ 2.2-4007.1 and 2.2-4017 of the Code of Virginia, the Safety and Health Codes Board conducted a periodic review and a small business impact review of 16VAC25-50, Boiler and Pressure Vessel Regulations and determined that this regulation should be retained as is. The board is publishing its report of findings dated March 14, 2025, to support this decision.
This regulation is effective in providing a clearly written and easily understandable framework for the operation of the Virginia Occupational Safety and Health Program. It includes the Occupational Safety and Health Administration operational requirements for a state plan state. The regulation provides employers with procedures for responding to citations and penalties, requesting variances, and abating hazardous conditions. It provides employees with procedures to provide information on employee rights and to file complaints about hazardous work conditions. At the Safety and Health Codes Board meeting held on September 23, 2024, the board approved the Department of Labor and Industry's recommendation to retain the regulation without change.
This regulation has no real impact on small businesses and does not overlap, duplicate, or conflict with federal or state law or regulation. The regulation is not overly complex and is clearly written with no apparent negative impact on the regulated community. There have been few or no changes in technology, economic conditions, and other factors that would affect this regulation.

The board is publishing its report of findings dated March 14, 2025, to support this decision.
This regulation provides an operational framework of rules and procedures for the administration of the Virginia Occupational Safety and Health (VOSH) Program, such as program jurisdiction, notification and posting requirements, required reporting by employers, access to information, and complaint and discrimination procedures. The regulation also covers occupational safety and health standards, variances to the standards, inspections, citations and penalties, abatement procedures, and inspection case review and settlement.
This regulation is effective because it provides a clearly written and easily understandable framework for the operation of the VOSH Program. The board is publishing its report of findings dated March 14, 2025, to support this decision.
The regulation protects the safety, health, and welfare of the public by limiting worker exposure to hazards. This regulation is not overly complex and is clearly written. There is no negative impact on the regulated community or small businesses and the regulation does not overlap, duplicate, or conflict with federal or state law. At the Safety and Health Codes Board meeting held on September 23, 2024, the board approved the Department of Labor and Industry's recommendation to retain the regulation without change.
The regulation was last reviewed in 2014. There have been few or no changes in technology, economic conditions, and other factors that affect this regulation.

The board is publishing its report of findings dated March 14, 2025, to support this decision.
This regulation establishes a clearly written formal and permanent structure for the Voluntary Protection Program (VPP) to assist the Department of Labor and Industry (DOLI) in its pursuit of several initiatives to enhance safety and health protections for Virginia's workers. The regulation is effective in allowing Virginia's VPP to promote safer and healthier workplaces in Virginia by using a proactive, cooperative approach between employers, employees, and Virginia government. At the Safety and Health Codes Board meeting held on September 23, 2024, the board approved DOLI's recommendation to retain the regulation without change.
This regulation has no real impact on small businesses and does not overlap, duplicate, or conflict with federal or state law or regulation. VPP is a voluntary program, so there is no negative impact on Virginia's small businesses that are not program participants. Program participants do incur costs associated with developing and implementing safety and health management systems that often exceed current requirements in VOSH laws, standards, and regulations. However, the costs are incurred on a voluntary basis.
