TITLE 18. PROFESSIONAL AND OCCUPATIONAL LICENSING
BOARD OF NURSING
Report of Findings
Pursuant to §§ 2.2-4007.1 and 2.2-4017 of the Code of Virginia, the Board of Nursing conducted a periodic review and a small business impact review of 18VAC90-30, Regulations Governing the Licensure of Advanced Practice Registered Nurses, and determined that this regulation should be amended. The board is publishing its report of findings dated June 11, 2026, to support this decision.
This regulation is necessary for the protection of public health, safety, and welfare because it sets forth the requirements for licensure and standards of practice for advanced practice registered nurses (APRNs). The regulation is necessary to continue to renew licenses for APRNs and to issue new licenses for APRNS, which the General Assembly determined is a necessary component of the provision of health care in the Commonwealth. The regulation is additionally necessary to protect public health, safety, and welfare because it provides a basis for disciplinary actions against practitioners. The board has determined that the regulation is clearly written and understandable. The board will amend the regulation to ensure it appropriately regulates APRNs. There is no impact on small businesses.

The board is publishing its report of findings dated June 11, 2026, to support this decision.
This regulation is necessary for the protection of public health, safety, and welfare because it sets forth the requirements for licensure and standards of practice for prescriptive authority for advanced practice registered nurses (APRNs). This regulation is necessary to continue to renew licenses for APRNs and to issue new licenses for APRNs, which the General Assembly determined is a necessary component of the provision of health care in the Commonwealth. This regulation is additionally necessary to protect public health, safety, and welfare because it provides a basis for disciplinary actions against practitioners. The board has determined that this regulation is clearly written and understandable. The board will amend the regulation to ensure it appropriately regulates prescriptive authority for APRNs. STATE BOARD OF SOCIAL SERVICES
Report of Findings
Pursuant to §§ 2.2-4007.1 and 2.2-4017 of the Code of Virginia, the State Board of Social Services conducted a periodic review and a small business impact review of 22VAC40-920, Appeals of Financial Sanctions for Local Departments of Social Services, and determined that this regulation should be retained as is. The board is publishing its report of findings dated June 11, 2026, to support this decision.
This regulation is necessary for the protection of the health, safety, and welfare of citizens receiving services and benefits from local departments of social services (LDSS), as it provides a framework for an LDSS to appeal enforcement decisions that could impact delivery of services and benefits. The agency will retain the regulation without making changes. The regulation became effective in 2022 and has never been utilized for the intended purpose.
There is a continued need for regulation. There have been no comments or complaints. The regulation is clear and brief, and does not overlap or conflict with other regulations or statutes. There is no impact on small business.

TITLE 24. TRANSPORTATION AND MOTOR VEHICLES
COMMONWEALTH TRANSPORTATION BOARD
Report of Findings
Pursuant to §§ 2.2-4007.1 and 2.2-4017 of the Code of Virginia, the Commonwealth Transportation Board conducted a periodic review and a small business impact review of 24VAC30-551, Integrated Directional Signing Program (IDSP) Participation Criteria, and determined that this regulation should be amended. The board is publishing its report of findings dated June 16, 2026, to support this decision.
This regulation is necessary for the protection of public health, safety, and welfare because it ensures that only signs meeting specific requirements are located along Virginia's state-maintained highways. It provides the framework by which certain categories of businesses or attractions of particular relevance to the motoring public can participate in the signage program. Amendments to the regulation are needed to ensure the language is clearly written and easily understandable.
This regulation must be updated to remove outdated and confusing language, ensure it provides adequate flexibility for participation in the Integrated Directional Signing Program (IDSP), and make other clarifying changes.
This regulation continues to be needed as it provides the eligibility and participation requirements for the IDSP. The regulation last underwent a periodic review in 2021, and no complaints or comments have been received since that time. The regulation is not overly complex, nor does it overlap, duplicate, or conflict with federal or state law or regulation. The decision to amend the regulation will minimize the impact of the regulation on small businesses as it will increase opportunities for small businesses to participate in the IDSP. The amendments will also improve the clarity of the regulatory text.
