Name of Petitioner: Michael Kotelnicki.

Nature of Petitioner's Request: The petitioner requests that the Board of Medicine amend 18VAC85-120-110 to allow licensed athletic trainers to perform the modality of dry needling following training and screening by a physician.

Agency Decision: Request denied.

Statement of Reason for Decision: At its June 26, 2025, meeting, the board voted to take no action on the petition as dry needling does not fall within the statutory scope of practice of athletic trainers as defined in § 54.1-2900 of the Code of Virginia.
