This action, which related to exempt tangible personal property that is purchased by churches for use in recording and reproducing religious worship services, is withdrawn because the Department of Taxation has determined that the changes are appropriate for promulgating using the fast-track rulemaking process established in § 2.2-4012.1 of the Administrative Process Act.
