Notice is hereby given in accordance with § 2.2-4007.01 of the Code of Virginia that the Board of Agriculture and Consumer Services intends to consider amending 2VAC5-610, Rules Governing the Solicitation of Contributions. The purpose of the proposed action is to remove references to the Office of Consumer Affairs, update references to other state agencies, reflect changes in Internal Revenue Service filing requirements, and revise the regulation as determined to be necessary during upcoming stakeholder meetings.
The agency does not intend to hold a public hearing on the proposed action after publication in the Virginia Register.

Board for Contractors Regulations
Notice of Intended Regulatory Action
Notice is hereby given in accordance with § 2.2-4007.01 of the Code of Virginia that the Board for Contractors intends to consider amending 18VAC50-22, Board for Contractors Regulations. The purpose of the proposed action is to review and amend the definitions of classifications and specialties. The proposed amendments are required to comply with the provisions of Chapter 116 of the 2013 Acts of Assembly, which established separate license categories for residential and commercial contractors for each of the current licensing categories: Class A, B, and C contractor licenses.
The agency intends to hold a public hearing on the proposed action after publication in the Virginia Register.

Regulations Governing the Licensure of Nurse Practitioners
Notice of Intended Regulatory Action
Notice is hereby given in accordance with § 2.2-4007.01 of the Code of Virginia that the Board of Nursing intends to consider amending 18VAC90-30, Regulations Governing the Licensure of Nurse Practitioners. The purpose of the proposed action is to revise requirements for the practice of nurse practitioners consistent with a model of collaboration and consultation with a patient care team physician working under a mutually agreed-upon practice agreement within a patient care team. The goal of the amended regulation is to revise terminology and criteria for practice, consistent with changes to the Code of Virginia in Chapter 213 of the 2012 Acts of Assembly. The proposed regulations will replace emergency regulations that are currently in place to implement these requirements.
The agency intends to hold a public hearing on the proposed action after publication in the Virginia Register.

The purpose of the proposed action is to amend the requirements for prescriptive authority for nurse practitioners consistent with a model of collaboration and consultation with a patient care team physician working under a mutually agreed-upon practice agreement within a patient care team. The goal of the amended regulation is to revise terminology and criteria for practice for consistency with changes to the Code of Virginia in Chapter 213 of the 2012 Acts of Assembly. TITLE 22. SOCIAL SERVICES
Permanency Services - Prevention, Foster Care, Adoption, and Independent Living
Notice of Intended Regulatory Action
Notice is hereby given in accordance with § 2.2-4007.01 of the Code of Virginia that the State Board of Social Services intends to consider 22VAC40-201, Permanency Services - Prevention, Foster Care, Adoption, and Independent Living. The purpose of the proposed action is to make 22VAC40-201 consistent with the Code of Virginia and federal laws, as well as make other necessary changes, including (i) amending definitions (such as guidance manual name changes to the Child and Family Services Manual); (ii) eliminating independent living (IL) as an allowable permanency goal; (iii) changing family assessment requirements; (iv) adding references to the Department of Education and the Department of Social Services Joint Guidance for School Stability of Children in Foster Care; (v) adding components for service planning; (vi) clarifying and adding changes to IL services; (vii) clarifying and adding training requirements for child welfare staff; and (viii) establishing a process for regularly reviewing foster and adoptive parent rates. This regulation encompasses the full range of services for prevention, foster care, adoption, and independent living services and provides local departments of social services with rules for the provision of child welfare services.
The agency does not intend to hold a public hearing on the proposed action after publication in the Virginia Register.
