Meadowville Solar Project Notice of Intent for Small Renewable Energy Project (Solar) - Permit by Rule - Chesterfield County

LEGO Manufacturing Virginia Inc. provided the Department of Environmental Quality a notice of intent to submit the necessary documentation for an 18-megawatt alternating current photovoltaic (PV) solar facility permit by rule for a small renewable energy project. The project will be constructed and operated in Chesterfield County, pursuant to 9VAC15-60, at 1400 Meadowville Road, Chester, Virginia. The project entrance is located at latitude 37.36786011, longitude -77.33083112. The project will utilize approximately 39,200 PV modules that are each 92 by 42 by 1.25 inches in size.

Opportunity for Public Comment on the Commonwealth Coordinated Care Plus Waiver

The Department of Medical Assistance Services (DMAS) welcomes public comment regarding the submission to the U.S. Centers for Medicare and Medicaid Services (CMS) of an amended application for the following § 1915(c) Home and Community Based Services (HCBS) Medicaid Waiver: Commonwealth Coordinated Care Plus (CCC+) Waiver.

The state is requesting amendments to:

1. Change Adult Day Health Care from a daily rate to an hourly rate; however, such reimbursement is limited to no more than six hours per day. This reimbursement rate adjustment must be budget neutral and not increase the cost of this service.

2. Remove the Eligibility Group "Working Individuals with disabilities who buy into Medicaid (TWWIIA Basic Coverage Group as provided in § 1902(a)(10)(A)(ii)(XV) of the Act)" under the waiver.

3. Correct requirements for when a legally responsible individual is a paid caregiver and the individual uses the consumer-directed model. The prior language references an incorrect form and an "enhanced enrollment agreement" that has been incorporated into the standard enrollment packet by the fiscal-employer agents.

4. Update the fee-for-service service plan development process with the establishment of designated persons "FFS LOCERI Quality Analysts" to perform the function. The prior language references that the state will obtain a contractor to perform this function. The state has had a contractor in place to perform service plan development for this population since 2024.

Notice of Public Hearing for Schedule I Pursuant to § 54.1-3443 of the Code of Virginia

Pursuant § 54.1-3443 D of the Code of Virginia, the Board of Pharmacy is giving notice of a public hearing to consider placement of chemical substances in Schedule I of the Drug Control Act (§ 54.1-3400 et seq. of the Code of Virginia). The public hearing will be conducted at 9:01 a.m. on December 10, 2025. Instructions for public comment will be included in the agenda for the board meeting on December 10. Public comment may also be submitted electronically or in writing prior to December 10, 2025, to the agency contact.

Pursuant to § 54.1-3443 D, the Virginia Department of Forensic Science (DFS) has identified two compounds for recommended inclusion into the Code of Virginia.

Based on the chemical structure, the following compounds are expected to have depressant properties. Compounds of this type have been placed in Schedule I (subdivision 4 of § 54.1-3446 of the Code of Virginia) in previous legislative sessions.

5-(2-chlorophenyl)-1,3-dihydro-1-methyl-7-nitro-2H-1,4-benzodiazepin-2-one (other name: Methylclonazepam), its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.

8-bromo-1-ethyl-6-phenyl-4H-[1,2,4]triazolo[4,3-a][1,4]benzodiazepine (other name: Ethylbromazolam), its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.
