Opportunity for Application for the Community Flood Preparedness Fund Grant Round 6

The Department of Conservation and Recreation (DCR) announces the opening of Grant Round 6 of the Community Flood Preparedness Fund (CFPF). The CFPF provides financial support to Virginia localities for flood prevention and protection projects, planning, and capacity building.

Communities across the Commonwealth are invited to apply for $50 million in grants and $35 million in loans to support flood mitigation projects that enhance community resilience and reduce the impact of flooding. A further $25 million in grants are available for Coastal Storm Risk Management and Flood Risk Management projects that have received construction authorization from the U.S. Army Corps of Engineers.

Applications are due by 11:59 p.m. on Monday, December 1, 2025. Opportunity for Funding from Resilient Virginia Revolving Loan Fund, Category 1A

The Virginia Department of Conservation and Recreation (DCR) announces the continuance of funding opportunities to increase flood protection across the Commonwealth through the Resilient Virginia Revolving Loan Fund (RVRF), Category 1A.

The RVRF was established in 2022 by the General Assembly of Virginia, which amended and reenacted §§ 62.1-199 and 62.1-203 of the Code of Virginia, and by Chapter 6 (§ 10.1-603.28 et seq.) of Title 10.1 of the Code of Virginia.

For a locality to be eligible for this round, it must be located within a community impacted by Tropical Storm Helene or heavy rains in February 2025. A list of these local governments can be found at (i) https://www.fema.gov/disaster/4863 for Virginia Severe Winter Storms and Flooding; (ii) https://www.fema.gov/disaster/4831 for Virginia Tropical Storm Helene; and (iii) https://www.fema.gov/disaster/3621 for Virginia Post-Tropical Cyclone Helene.

As a part of Category 1A, funds are available to advance projects that will improve flood resilience in Category 1A - Bridges, Culverts, and Slope Stabilization. The agency will provide up to $10 million in total aggregated funding to planning district commissions for resilient rebuilding and repair of access bridges, culverts, retaining walls, and other water control structures.

Interested property owners should initially apply through the Department of Housing and Community Development's Virginia Disaster Assistance Fund (VDAF). Projects that meet VDAF requirements but exceed allowable VDAF award limits will be automatically considered for funding through RVRF Category 1A. In order to receive an RVRF grant, projects must meet resilient design standards as defined in the RVRF manual.

The agency will accept project applications from eligible planning district commissions on a rolling basis, beginning December 1, 2025. All projects must be submitted through the local planning district commission (https://www.vapdc.org/) and in coordination with DCR. Only Category 1A is open for applications at this time. Funding opportunities for Categories 2 and 3 will be announced at a later date.

Public Meeting and Opportunity for Public Comment on a Cleanup Plan for the Clinch River, Little Stoney Creek, Staunton Creek, Fall Creek, Russell Creek, Lick Creek, Laurel Branch, and Cigarette Hollow Watersheds in Russell, Scott, Wise, and Dickenson Counties

Purpose of Notice: The Department of Environmental Quality (DEQ) seeks public comment on the development of a cleanup plan for impaired waters, also known as an Implementation Plan (IP), for Clinch River, Little Stoney Creek, Staunton Creek, Fall Creek, Russell Creek, Lick Creek, Laurel Branch, and Cigarette Hollow watersheds in portions of Russell, Scott, Wise, and Dickenson Counties. These streams are listed as impaired since monitoring data indicates that the waters do not meet Virginia's water quality standards for benthic or bacteria. Section 303 (d) of the Clean Water Act and § 62.1-44.19:7 C of the Code of Virginia require DEQ to develop cleanup studies to address pollutants responsible for causing waters to be on Virginia's § 303 (d) list of impaired waters. Once a cleanup study is developed, § 62.1-44.19:7 of the Code of Virginia outlines the requirements needed in a cleanup plan to address the pollutants contained in the study.

DEQ is developing a cleanup plan to identify the actions necessary to address the water quality impairment in Clinch River, Little Stoney Creek, Staunton Creek, Fall Creek, Russell Creek, Lick Creek, Laurel Branch, and Cigarette Hollow watersheds. DEQ will introduce the community to the process used to develop the plan and invite the public to contribute to the plan by participating in cleanup plan community engagement meetings. Persons interested in participating may notify the DEQ contact person and provide basic contact information.

Cleanup Plan Location: The cleanup plan is set to address the following impaired stream segments: Clinch River, Little Stoney Creek, Staunton Creek, Fall Creek, Russell Creek, Lick Creek, Laurel Branch, and Cigarette Hollow. These watersheds lie within portions of Russell, Scott, Wise, and Dickenson Counties in Southwest Virginia. Parts of two previously developed clean up studies, also known as total maximum daily loads (TMDLs), will be addressed through this planning effort. The Clinch River, Little Stoney Creek, Staunton Creek, Fall Creek, and Russell Creek watersheds are impaired for bacteria, while Lick Creek, Laurel Branch, and Cigarette Hollow are impaired for both bacteria and benthic issues. The proposed Lower Clinch River IP watershed is a part of the Tennessee/Big Sandy River basin, which drains via the Mississippi River to the Gulf of Mexico.

Public Meeting: The meeting is scheduled for December 16, 2025, at 3:00 p.m. at the Lebanon Public Library, 248 Main Street, Lebanon, VA 24266. In the event of inclement weather, the meeting will be held on December 18, 2025, at 5:00 p.m. at the same location.

Public Comment Period: December 16, 2025, to January 16, 2026.

Bear Island Battery Storage LLC Notice of Intent for a Small Renewable Energy Project (Battery Storage Facility) - Permit by Rule - Surry County

Bear Island Battery Storage LLC has provided the Department of Environmental Quality a notice of intent to submit the necessary documents for a permit by rule for an 89-megawatt, alternating current (MWAC) small energy storage facility in Surry County, pursuant to 9VAC15-100. The owner of the project is Clenera LLC based in Idaho, a subsidiary of Enlight Renewable Energy. The project number is RE0000371. The Bear Island Battery Storage LLC facility will be located at 15093 Marsh Road in Surry, Virginia with a geographic information systems (GIS) centroid of Latitude 37.081789, Longitude -76.744106. The proposed project area is 42 acres, will cover a disturbance area of 13 acres, and will contain 132 battery containers and 66 power conversion systems.
