Public Hearing and Public Comment Opportunity on Air Quality Plan
Notice of action: The Virginia Department of Environmental Quality (DEQ) is seeking comments and announcing a public hearing on a proposed plan to maintain compliance with the 1979 ozone national ambient air quality standard (NAAQS) in the Northern Virginia 1979 ozone NAAQS nonattainment area. The Commonwealth intends to submit the plan as a revision to the Commonwealth of Virginia State Implementation Plan (SIP) in accordance with the requirements of § 110(a) of the federal Clean Air Act. The SIP is the plan developed by the Commonwealth to fulfill its responsibilities under the federal Clean Air Act to attain and maintain the ambient air quality standards promulgated by the U.S. Environmental Protection Agency (EPA) under the federal Clean Air Act.
Purpose of notice: DEQ is seeking comments on the overall plan and on the issue of whether the plan enables the Northern Virginia 1979 ozone NAAQS nonattainment area to maintain compliance with the 1979 ozone NAAQS until at least 2038.
Public comment period: August 10, 2026, to September 10, 2026.
Public hearing: A public hearing will be conducted at the DEQ Northern Regional Office, Conference Room One, 13901 Crown Court, Woodbridge, VA 22193 at 1 p.m. on Tuesday, September 1, 2026.
Description of proposal: The proposal consists of an air quality maintenance plan in support of a concurrent request to redesignate the Northern Virginia 1979 ozone NAAQS nonattainment area (Counties of Arlington, Fairfax, Loudoun, Prince William, and Stafford; Cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park) to attainment. The purpose of the plan is to ensure that emissions of nitrogen oxides (NOX) and volatile organic compounds (VOC) do not exceed the 2022 attainment year levels through 2038, enabling the area to continue meeting the 1979 ozone NAAQS. The plan contains control measures that are currently in place and will be continued to maintain emissions at or below the 2022 levels. These measures include federal control programs for on-road and nonroad engines; formulation limitations on various consumer, commercial, and industrial products; and controls on industrial sources. The plan also contains a program of contingency measures to be implemented if the air quality monitoring stations in the area record a violation of the 1979 ozone NAAQS or if emissions in the area increase above the 2022 levels, as well as information concerning emissions estimates, growth assumptions, emission factors, and reduction assumptions.
The proposed ozone redesignation request and maintenance plan were prepared by DEQ with assistance from the Metropolitan Washington Air Quality Committee, which consists of elected officials from the affected localities and representatives of state transportation and air quality planning agencies. The maintenance plan will be submitted as a SIP revision in conjunction with a request to EPA from the Commonwealth to redesignate the Northern Virginia 1979 ozone NAAQS nonattainment area as attainment or maintenance. DEQ is accepting comments on both the redesignation request and maintenance plan, but the redesignation request will not be submitted as part of the SIP revision.
Federal information: This notice is being given to satisfy the public participation requirements of federal regulations (40 CFR 51.102). The proposed maintenance plan and supporting technical documents will be submitted as a revision to the Commonwealth of Virginia SIP under § 110(a) of the federal Clean Air Act in accordance with 40 CFR 51.104.
How to comment: DEQ accepts written comments by email and postal mail. To be considered, comments must include the full name, address, and telephone number of the person commenting and be received by DEQ no later than the last day of the comment period. Both oral and written comments are accepted at the public hearing. DEQ prefers that comments be provided in writing, along with any supporting documents or exhibits. Comments on the redesignation request and maintenance plan must be submitted to the contact listed in this notice. All materials received are part of the public record.

Public Meeting and Comment Opportunity on a Cleanup Plan for Lake Anna Watershed in Louisa, Spotsylvania, and Orange Counties
Purpose of Notice: The Virginia Department of Environmental Quality (DEQ) seeks public comment on the development of a watershed plan to address waters with elevated risks of harmful algal blooms (HABS) for the Lake Anna Watershed in Louisa, Spotsylvania, and Orange Counties. The watershed plan is prepared in lieu of initially developing a total maximum daily load (TMDL), allowing for earlier actions to address water quality. Section 303(d) of the Clean Water Act and § 62.1-44.19:7 C of the Code of Virginia require DEQ to develop plans to address pollutants responsible for causing waters to be on Virginia's § 303(d) list of impaired waters.
DEQ is developing a watershed plan to identify the actions necessary to address the elevated risks of HABS. DEQ will introduce the community to the process used to develop the plan and invite the public to contribute by participating in community engagement meetings. Those interested in participating should notify the DEQ contact person and provide their name, address, telephone number, email address, and organization represented (if any).
Location: The watershed plan addresses the upper portion of Lake Anna, demarcated by the Route 208 Bridge. Sections within the Upper Portion of Lake Anna include Pamunkey Creek, Plentiful Creek, Terrys Run, the North Anna Branch, Gold Mine Creek, the confluence of the North Anna and Pamunkey branches, and the confluence with Pigeon Run.
Public meeting: Louisa County Middle School, 1009 Davis Highway, Mineral, VA 23117 on September 8, 2026, at 6:30 p.m. In the event of inclement weather, the meeting will be held on September 29, 2026, at the same time and location.

Pursuant to § 54.1-3443 D of the Code of Virginia, the Board of Pharmacy is giving notice of a public hearing to consider placement of chemical substances in Schedule I of the Drug Control Act (§ 54.1-3400 et seq. of the Code of Virginia). 5-nitro-2-[2-(4-propoxyphenyl)ethyl]-1-[2-(pyrrolidin-1-yl)ethyl]-1H-1,3-benzimidazole (other names: N-pyrrolidino ethylene protonitazene, ethylene protonitazepyne), its isomers, esters, ethers, salts, and salts of isomers, esters, and ethers, unless specifically excepted, whenever the existence of these isomers, esters, ethers, and salts is possible within the specific chemical designation.
Based on their chemical structure, the following compounds are expected to have hallucinogenic properties. Compounds of this type have been placed in Schedule I (subdivision 3 of § 54.1-3446 of the Code of Virginia) in previous legislative sessions.
1-(1,3-benzodioxol-5-yl)-2-(sec-butylamino)butan-1-one (Other names: 3,4-Methylenedioxy-alpha-sec-butylaminobutiophenone; N-sec butyl butylone), its salts, isomers (optical, position, and geometric), and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.
3-[2-(methyl(propyl)amino)ethyl]-1H-indol-4-yl] acetate (other names: 4-acetoxy-N-methyl-N-propyltryptamine, 4-acetoxy-MPT, 4-AcO-MPT), its salts, isomers (optical, position, and geometric), and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.
3-[2-[methyl(propan-2-yl)amino]ethyl]-1H-indol-4-yl] acetate (other names: 4-acetoxy-N-methyl-N-isopropyltryptamine, 4-acetoxy-MiPT, 4-AcO-MiPT), its salts, isomers (optical, position, and geometric), and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.
Based on their chemical structure, the following compounds are expected to have depressant properties. Compounds of this type have been placed in Schedule I (subdivision 4 of § 54.1-3446 of the Code of Virginia) in previous legislative sessions.
1-ethyl-7-nitro-5-phenyl-3H-1,4-benzodiazepin-2-one (other name: N-ethyl Nitrazepam), its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.
Ethylflualprazolam (other name: 8-chloro-1-ethyl-6-(2-fluorophenyl)-4H-[1,2,4]triazolo[4,3-a][1,4]benzodiazepine), its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.
The following compound is classified as a cannabimimetic agent. Compounds of this type have been placed in Schedule I (subdivision 6 of § 54.1-3446 of the Code of Virginia) in previous legislative sessions.
