Horus Virginia 1 LLC Notice of Intent for a Small Renewable Energy Project (Solar)

Horus Virginia Solar 1 LLC has provided the Department of Environmental Quality (DEQ) a revised notice of intent for a small renewable energy project in Clarke County, Virginia for the Bellringer Solar project, project number RE0000348, originally published in the Virginia Register 41:19 VA.R. 2196 May 5, 2025. The purpose of the revision is to change the name of the project, which is now Beckett Solar. As noted in the previous notice of intent, Horus Virginia Solar 1 LLC intends to submit the necessary documents for a permit by rule for this small renewable energy project (solar) in Clarke County, pursuant to 9VAC15-60. Beckett Solar Project will be located at 1030 Bellringer Lane, Berryville, Virginia on two parcels identified as Clarke County Parcel Nos. 13-A-13 and 13-A-56. The site includes approximately 400 acres with a geographic information system (GIS) centroid of Latitude 39.1592514°, Longitude -78.0173807°. The proposed project will utilize approximately 117,740 solar panels.

Proposed Enforcement Action for R Town Wings Inc.

The Department of Environmental Quality (DEQ) is proposing an enforcement action for R Town Wings Inc. for violations of the State Water Control Law at the R Town Wings facility, 4362 South Laburnum Avenue, Henrico County, Virginia, Latitude 37.5283, Longitude -77.3602. The proposed order is available from the DEQ contact listed or online at https://www.deq.virginia.gov/permits/public-notices/enforcement-actions. The DEQ contact will accept comments by email or postal mail from August 11, 2025, to September 11, 2025.

Notice of Scheduling Chemicals in Schedule I Pursuant to § 54.1-3443 of the Code of Virginia

Pursuant to subsection D of § 54.1-3443 of the Code of Virginia, the Board of Pharmacy is giving notice of a public hearing to consider placement of chemical substances in Schedule I of the Drug Control Act (§ 54.1-3400 et seq. of the Code of Virginia).

The public hearing will be conducted at 9:05 a.m. on September 30, 2025. Instructions will be included in the agenda for the board meeting, which will also be held on September 30. Public comment may also be submitted electronically or in writing prior to September 30, 2025, to the contact listed at the end of this notice.

Pursuant to article § 54.1-3443 D of the Code of Virginia, the Virginia Department of Forensic Science (DFS) has identified seven compounds for recommended inclusion into Schedule I of the Drug Control Act.

1. The following compound is classified as a synthetic opioid. Compounds of this type have been placed in Schedule I (subdivision 1 of § 54.1-3446 of the Code of Virginia) in previous legislative sessions.

N-(2-methylphenyl)-1-(2-phenylethyl)piperidin-4-amine (other name: Despropionyl o-methylfentanyl), its isomers, esters, ethers, salts, and salts of isomers, esters, and ethers, unless specifically excepted, whenever the existence of these isomers, esters, ethers, and salts is possible within the specific chemical designation.

2. Based on their chemical structure, the following compounds are expected to have hallucinogenic properties. Compounds of this type have been placed in Schedule I (subdivision 3 of § 54.1-3446 of the Code of Virginia) in previous legislative sessions.

[3-[2-(dimethylamino)ethyl]-1H-indol-4-yl] propanoate (other names: 4-propionoyloxy-N,N-dimethyltryptamine, 4-propanoyloxy DMT, 4-ProO DMT), its salts, isomers (optical, position, and geometric), and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.

1-(1,3-benzodioxol-5-yl)-2-(2-methylpropylamino)propan-1-one (other names: 3,4-methylenedioxy-N-isobutylcathinone; N-isobutyl methylone; 3,4-methylenedioxy-α-isobutylaminopropiophenone), its salts, isomers (optical, position, and geometric), and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.

2-bromo-Deschloroketamine (other name: 2-(2-bromophenyl)-2-(methylamino)-cyclohexanone), its salts, isomers (optical, position, and geometric), and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.

3. Based on the chemical structure, the following compound is expected to have depressant properties. Compounds of this type have been placed in Schedule I (subdivision 4 of § 54.1-3446 of the Code of Virginia) in previous legislative sessions.

1-methyl-8-nitro-6-phenyl-4H-[1,2,4]triazolo[4,3-a][1,4]benzodiazepine (other name: Nitrazolam), its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.

4. The following compounds are classified as cannabimimetic agents. Compounds of this type have been placed in Schedule I (subdivision 6 of § 54.1-3446 of the Code of Virginia) in previous legislative sessions.

Naphthalen-1-yl 3-(dimethylsulfamoyl)-4-methylbenzoate (other names: NMDMSB; 1-naphthyl 3-(dimethylsulfamoyl)-4-methylbenzoate), its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.

N-[1-(5-fluoropentyl)-2-hydroxyindol-3-yl]iminobenzamide (other names: 5-fluoro BZO-POXIZID, 5-fluoropentyl MDA 19), its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible within the specific chemical designation.
